A senior official from the Tshwane Metro Police Department (TMPD) has told the Madlanga Commission that the abuse of a municipal security tender has cost the City of Tshwane millions of rands.
Deputy chief Revo Spies, who is deployed in the asset protection unit, testified on Tuesday about irregularities linked to a watchmen services tender awarded in 2022. The contract was distributed among 22 companies tasked with guarding critical municipal infrastructure.
Spies explained that the tender consists of two components. Service providers receive a fixed monthly payment of approximately R3.5 million, while an additional ad hoc component allows the municipality to call on companies during emergencies, with no fixed fee structure.
It is this ad hoc system that has come under scrutiny. Spies alleged that the arrangement has been exploited, with one company, Gubis85 Solutions, receiving a disproportionate share of the work.
According to evidence presented at the commission, Gubis85 earned around R59 million from ad hoc services alone, the highest among all approved service providers.
Spies suggested that the allocation of work indicated possible favouritism, with most of the ad hoc assignments being directed to a single company instead of being distributed more evenly. He further indicated that the water and sanitation department appeared to play a role in the surge of these ad hoc service requests.
The revelations form part of broader investigations by the commission into alleged corruption and mismanagement within municipal structures.
