PRETORIA — A fourth suspect has appeared in the Specialised Commercial Crimes Court in Pretoria following her arrest in connection with the alleged theft of more than R1 million from the National Department of Health.
Nokuzola Mafunda appeared briefly in court on Thursday on charges of fraud and theft. She is accused of involvement in the misappropriation of funds that were specifically earmarked for COVID-19 related activities.
Gauteng Hawks spokesperson Colonel Katlego Mogale confirmed that Mafunda joins three senior officials from the National Department of Health who were charged earlier this week. The officials include Director-General Dr Sabelo Siyabonga Sandile Buthelezi, Chief Financial Officer Phineas Phaswa Mamogale, and Deputy Director-General Dr Malixole Mahlathi.
The investigation, which was launched in April 2024, uncovered allegations that more than R1 million was improperly awarded to a service provider linked to Mafunda in 2023. Authorities believe the transaction was conducted in direct contravention of the Public Finance Management Act. The funds were allegedly paid to Mafunda’s company, which has been cited as the fifth juristic person in the matter.
The case highlights ongoing concerns regarding the management of emergency funds and the integrity of procurement processes within national departments. The alleged diversion of COVID-19 resources into private accounts has drawn significant public interest and scrutiny from anti-corruption monitors.
Legal proceedings against the senior health officials began on March 2, where they were granted bail of R10,000 each. Mafunda was granted bail under similar conditions. All four accused are expected to return to court on June 3, 2026, as the Hawks continue their investigations into the financial irregularities.
