TSHWANE — ActionSA has launched an internal investigation into one of its high-ranking members following explosive testimony at the Madlanga Commission that linked a City of Tshwane official to the unauthorized sharing of confidential tender documents.
The controversy centers on Kholofelo Morodi, the Member of the Mayoral Committee (MMC) for Corporate and Shared Services in the City of Tshwane. Testimony delivered on Thursday by Sergeant Fannie Nkosi, referred to as Witness F, alleged that Morodi shared sensitive internal procurement information regarding a multimillion-rand Tshwane Metropolitan Police Department (TMPD) security tender.
In response to the allegations, Tshwane Mayor Nasiphi Moya has suspended Morodi with immediate effect. The suspension follows evidence presented to the commission, including WhatsApp exchanges that allegedly show Morodi transmitting tender-related material to Nkosi. The sergeant, who is already under scrutiny for his ties to controversial figures, confirmed during his testimony that he received documents from Morodi and that she is a member of ActionSA.
ActionSA National Chairperson Michael Beaumont confirmed the party’s stance in a statement on Thursday, asserting that the organization treats allegations of impropriety with the “utmost gravity.” The party has initiated its own internal probe to determine the veracity of the claims and the exact nature of the engagement between its member and the witness.
The Commission’s proceedings revealed that the communication between Morodi and Nkosi extended beyond professional boundaries, with evidence suggesting that Nkosi had organized a birthday celebration for the MMC. Furthermore, WhatsApp records indicated that Nkosi was also in communication with the City of Tshwane’s Chief Financial Officer, Gareth Mnisi.
The scandal poses a significant test for the governing coalition in Tshwane, which comprises ActionSA, the African National Congress (ANC), and the Economic Freedom Fighters (EFF). ActionSA has publicly supported Mayor Moya’s decision to suspend Morodi, describing it as a necessary step to uphold accountability and protect the integrity of the city’s procurement systems.
The Madlanga Commission is currently investigating broader themes of interference in municipal contracting. Nkosi’s testimony has already linked him to land lease tenders and discussions aimed at influencing procurement outcomes. ActionSA has pledged to expedite its internal investigation and has promised to take the strongest possible action should any wrongdoing be confirmed.
“South Africans are all too familiar with political parties that delay action or ignore serious claims,” the party stated, emphasizing a zero-tolerance approach to corruption within its ranks. The party also commended the Mayor’s office for its cooperation with investigators as the probe into the TMPD security tender continues.
