Authorities in Johannesburg have uncovered an illegal housing operation involving nearly 90 undocumented foreign nationals living in overcrowded and unsanitary conditions in the affluent suburb of Houghton.
The discovery was made during a raid conducted on Wednesday, 18 June, by the City of Johannesburg’s Public Safety Department in partnership with the Johannesburg Metropolitan Police Department (JMPD). Upon entering the property, officials found makeshift partitions created with curtains and an alarming number of people packed into limited space.
Investigations revealed that the occupants, predominantly undocumented foreign nationals, were paying rent to another undocumented individual who collected payments on behalf of a third person. The latter, described as a white male, is currently under investigation.
During the operation, the rent collector was apprehended while hiding in overgrown grass behind the house. He is now in custody and expected to face questioning about his involvement and potential ties to a broader network facilitating illegal occupations.
Authorities believe this case exposes a deeper issue of organised exploitation, where vulnerable individuals are taken advantage of by others operating outside the law. However, the search of the premises did not uncover any evidence of human trafficking or drug-related activity. The primary violations identified were related to immigration and the unlawful use of private property.
The property has since been marked for closure, and the JMPD will be keeping a close watch to ensure it is not reoccupied. Legal proceedings are underway, and the city anticipates that most of the undocumented individuals will either be deported or subjected to further legal processes.
The City of Johannesburg has urged the public to remain vigilant and report illegal occupations and bylaw infringements. Authorities emphasise that community cooperation is vital to addressing unauthorised housing operations and maintaining public safety.
