CAPETOWN – The DA is urging Minister of Correctional Services, Pieter Groenewald, to appear before the Portfolio Committee to address the lack of accountability within the Department of Correctional Services (DCS). This request comes after serious concerns were raised regarding Thabo Bester’s escape from the Mangaung Correctional Centre, highlighting the department’s failure to fulfill its fundamental duties.
Despite the Minister’s initial strong statements, the repercussions for the officials who delayed reporting Bester’s escape have been disappointingly minimal. These individuals, who did not promptly inform authorities of the escape, were simply reassigned and issued final written warnings—an inadequate response to such severe negligence with significant implications.
The Public Protector’s critical report emphasizes not only the delay in notifying the police about Bester’s escape but also the alarming carelessness of the DCS. It took over six months for the department to inform law enforcement, even after realizing that the body found in Bester’s cell was not his. This unacceptable oversight endangered public safety, allowing a convicted murderer and rapist to remain at large for almost a year.
What is particularly troubling is the lack of genuine accountability. The officials responsible for the delay have faced little more than reassignment, with no substantial disciplinary measures taken. This creates a troubling precedent that suggests there are no serious consequences for negligence within the DCS, further entrenching a culture of impunity that has affected the department for years. When officials are not held accountable, it erodes public trust and weakens the entire justice system.
While G4S, the private security firm tasked with preventing such incidents, also bears some responsibility, the DCS cannot shift the blame. The department is ultimately responsible for ensuring its facilities operate correctly and for overseeing its contractors’ actions. The significant failures in DCS’s oversight indicate that the department is equally culpable for this major lapse.
The DA has consistently advocated for stricter accountability measures within the DCS, particularly in light of the ongoing contraband issues in prisons.
