FREESTATE – The Minister of Human Settlements, Water and Sanitation, Ms Lindiwe Sisulu has appointed the Housing Development Agency (HDA) to source capacity for Free State Bucket Eradication Programme (BEP). The appointment of the agency is in line with Section 29 (2) of the Housing Development Agency Act, 2008 (Act No. 23 of 2008).
The HDA will therefore provide programme management services to seven projects in the Free State and will act as implementing agent for the Department of Water and Sanitation (DWS) to eradicate the bucket toilet system. Free State province has a backlog of 10202 bucket toilets that needs to be removed.
This work of bucket eradication is expected to be completed by March 2022.
The projects will concentrate on the towns of Clocolan, Ficksburg, Senekal, Reitz, Petrus Steyn, Arlington, and Dealsville. The Municipalities affected are Setsoto, Nketoana, Tokologo respectively. The scope of work will include construction, refurbishment and upgrading of wastewater infrastructure in these towns in an effort to eradicate bucket toilets.
As the Implementing Agent, the HDA is responsible for the procurement of service providers and this will be carried out in terms of the HDA’s procurement policy.
In an endeavor to uplift the towns, the use of local labour during construction has been highlighted and where possible, procurement from local SMMEs shall form part of the conditions of the contract for the contractor(s).
