Treasury Corruption? New Probe Into Secret State Contracts
PRETORIA — National Treasury has launched a high-stakes forensic investigation into allegations of improper conduct involving a former employee. The probe follows explosive testimony delivered at the Madlanga Commission, which suggested the individual influenced the awarding of major government contracts.
The department confirmed on Wednesday that external forensic investigators have been appointed to lead the inquiry. The focus centers on the awarding of transversal contracts, which are centralized procurement arrangements managed by Treasury to provide goods and services to multiple public sector entities simultaneously.
According to a statement from National Treasury, the investigation aims to test the veracity of claims that a former staffer improperly swayed contract outcomes. Beyond identifying potential misconduct, the probe will determine what measures are required to strengthen the integrity of the state’s procurement and award systems.
Transversal contracts are highly sensitive as they involve massive state spending across various departments. While managed by the Office of the Chief Procurement Officer, these contracts involve collaboration with line departments, such as the South African Police Service, who provide technical expertise during the bid adjudication process.
The investigation is a significant move to protect the public purse. National Treasury stated that the findings will be made public once the process is complete, emphasizing a commitment to accountability and consequence management. The department has already begun processing documentation requests from the Madlanga Commission to ensure full cooperation.
By utilizing external investigators, Treasury seeks to maintain a distance from the internal dynamics of the period in question. The department has declined to grant media interviews while the investigation is active, citing the need to protect the integrity of the forensic process.
