R1bn fund targets 30,000 jobs. Who will qualify?
JOHANNESBURG — The Unemployment Insurance Fund (UIF) and National Empowerment Fund (NEF) have launched a R1 billion partnership to finance growing businesses, with a target of creating more than 30,000 jobs. The commitment is substantial, but businesses still need the application rules and funding terms before they can assess whether they qualify.
Each institution has committed R500 million. The partnership is intended to widen access to finance, support business growth and help companies create or retain jobs. It also aims to advance black economic empowerment. The 30,000 jobs are a target, not jobs already created.
At the launch in Fourways on Friday, Employment and Labour Minister Nomakhosazana Meth said the UIF would bring its employment mandate while the NEF would contribute its enterprise finance expertise. She said funding decisions should consider a business’s market, ability to deliver, growth plans and credible potential to employ people. The results would then need to be tracked, including whether jobs created or preserved last.
The launch materials describe support for qualifying enterprises, but the official announcements reviewed by TownPress do not set out this partnership’s application opening date, financing terms or detailed eligibility criteria. Entrepreneurs should therefore avoid assuming that the launch itself means applications are open.
Meth also cautioned that finance alone would not guarantee employment. A smaller company might need working capital to fulfil an order, but it would also need customers, suitable workers and a reliable route to future business. That makes the fund’s eventual selection rules and measures of success central to whether the R1 billion commitment turns into lasting jobs.
