Parliament’s Portfolio Committee on Correctional Services has voiced serious concern following the death of inmate Quintin Fortuin, who died under unnatural circumstances after an altercation with officials at Goodwood Correctional Centre in February.
The incident, which also left one official seriously injured, has prompted an internal investigation. Four officials have been suspended, and disciplinary action is being considered for others allegedly involved.
Committee Chairperson Kgomotso Ramolobeng called for a thorough investigation by law enforcement, stating:
“This is extremely concerning, as it appears excessive force or extreme measures were used in bringing the inmate under control. We saw another similar incident recently at Mangaung Correctional Centre. This is totally unacceptable.”
Ramolobeng extended condolences to Fortuin’s family and confirmed that the Department of Correctional Services and the Judicial Inspectorate for Correctional Services will be called to brief the committee on the matter.
During a recent media briefing, National Commissioner of Correctional Services Makgothi Thobakgale reaffirmed the department’s support for the criminal investigation.
“We reaffirm our commitment to upholding the rule of law, protecting human rights, and maintaining institutional accountability,” said Thobakgale. “Any misconduct uncovered will be met with appropriate disciplinary action.”
He further commended correctional officials who continue to serve with integrity, emphasizing the department’s duty to uphold the Constitution and human rights of all individuals in custody.
