The government (anc) in Parliament has a majority of vote in every issue, therefore making the parlement unconstitutional where parties has to be proportionally represented, to have a fair outcome. This is not the CASE IN SOUTH AFRICA AT ALL…

the elect Pres will represent the people via parliament and make decisions of national interest for brasil, as well as international relationships etc… Parlement is then represented by all political parties under the ruling party… it is all perportional. You will never get the ruling party having total control over parlement, where there vote will overule all other parties combined..
All parties will decide outcomes in Parliament on debates and will vote on facts brought in front of the debate… the voting decisions is based on logic, the people voices and what is in the interest of the country.. not due to a party that wants to control power in every way… therefore, in the vote the controlling party could be veto by its own members if they can’t substantiate there reason to sway their votes..
In the affect that the votes are deadlocked there is a Senate that overseas parliament in every aspect. Where there was irregularities in voting, or vote against the president for criminal and corruption charges,
The Senate can then vote after debate for such procedures against a president for impeachment etc.
The Senate is represented by senate members of all political parties, and represent the people and the federal justice system.
These parties are represented equally and no specific party has a majority rule in these sittings.
Example:
If the president and ruling party was charged with corruption and inpeachment, it is the porogitive of the president party to sway opposition parties in senate to obtain their vote not to be impeached for example or visa versa…
The president is also constituted under federal law and justice, and are not exempted of any criminal charges etc. Due law of process…
